Lottery draw for big-game hunting permits or tags is an essential element of the North American Conservation Model. When there are fewer licenses or tags than hunters, it ensures that everyone has an equal opportunity to participate in the hunt. Some hunters would rather draw a tag for bighorn sheep
than win the lottery, while others are convinced that you can’t get an elk
tag except by random draw (this is not quite so, but we’ll get to that later).
